If your PR has a resource being added, but we're not commenting about it, then it's likely that our auto-detector isn't picking up the terraform for it.  Do you have a provider block in the repo representing a full TF stack?

The best way to debug independently would be to run the CLI locally against your repo and check the output of infracost scan / infracost inspect.   You may need a config file that helps to enumerate your project structure if autodetect isn't picking it up:
