Yes it’s the line to create the Github comment, with the first line of the git commit as main title, in order to see which one has generated the report(s) (useful when a pull request is evolving)

I’m struggling to find the code for pullRequest.comment, is that using curl? does it always post a new comment when the PR changes, or do you update the previous comment?
