So the DB instance changes are unexpected? Does the plan file show this being added?
Also, the `Database storage IOPS` is showing a $0 cost which is odd.

the plan shows nothing for the DB instance at all

Do you have the tf code that creates that DB instance? I'll see if I can reproduce it
